Jessica Lunsford Act: First Florida sex offender arrested
Tampa Bays 10, September 24, 2005

Port Richey, Florida - The Pasco Sheriff s Office has arrested an unregistered sexual offender after his identification card was scanned at a local elementary school where he was visiting.

It is believed to be the first such arrest in Pasco County.

David Bryson Rutherford, DOB 1-26-79, who lives at 5200 Behms Court in Port Richey, had his ID scanned at Seven Springs Elementary School when he visited the school with his girlfriend to drop off a lunchbox to her son.

The system used by Pasco School authorities got a hit noting that Rutherford was a sexual offender in Illinois.

Subsequent investigation by the Pasco Sheriff s Office determined he never registered upon his relocation to Florida.

He was arrested yesterday for failure to register and booked into the Land O Lakes Detention Center on $10,000 bond.
